Complementarity Assessment Framework (COMPASS)
This Framework has been introduced to improve diversity, bring in higher quality foreign workforce,
and boost local employment in Singapore. Employment Pass (EP) applications for Non
Intra-corporate transferees’ being
offered age-commensurate salaries of S$5,000 to S$22,500 must also obtain at least 40 points on
this
Framework to be eligible for an approval. Positions paying a fixed monthly salary of more than
S$22,500 are exempt from the COMPASS framework.
COMPASS points can be earned based on individual’s verified qualifications and firm related criteria
found under the myMOM portal's Workforce Insights Tool, and the MOM list of top-tier institutes, as
follows
