Application for Permanent Residence

There are a few ways in which foreigners are eligible to become Singapore Permanent Residents (SPRs):

•	Technical Scheme
	Foreigners who are holding the P, Q or S employment pass and have worked for 6 months in Singapore are eligible to apply for Permanent Residence in Singapore. However, to avoid disappointment, we recommend that applicants wait at least one year before applying for Permanent Residency. This ensures that the applicant has submitted a personal income tax return in Singapore before applying. Another criteria that will be considered for Permanent Residency are the achievements and track records obtained in the workplace or the Singapore society.
•	Global Investor Programme (GIP)
	There are two groups of applicants which will be considered for the GIP:
	1. Individuals with at least 3 years of entrepreneurial and business track record.
	2. Senior corporate managers without entrepreneurial and business track record with at least 10 years of corporate management experience. The applicant must also be currently undertaking a senior management position in the company such as Chairman, CEO, CFO, CTO, etc.
•	Spouse/ Family member of PR/Singaporean
	1. Spouse and unmarried children (below 21 years old) of a Singapore Citizen (SC)/Permanent Resident (SPR)
	2. Aged parents of a Singapore Citizen

Processing Time

Technical Scheme

Under the technical scheme, the processing time for an application is about 3 months, following the applicant’s interview at ICA.

Global Investor Programme (GIP)

For applications through the GIP, the processing time for the Permanent Residence application varies depending on ICA issue of Approval–in-Principle letter (AIP), and applicant’s readiness to invest. As an indication, the processing time for AIP is around three months after an interview with Contact Singapore, and then PR is granted within six months upon investment.

Family of PR/Singaporean

Permanent residency application for spouse, aged parents and unmarried children under 21 years old also take about 3 months to process.

Documents Required

For both Technical Scheme and Family of Singapore Citizen/PR:

•	Permanent Residence Application – Form 4A/Form 4 (duly completed)
•	One recent passport-sized photograph
•	Valid travel documents of all applicants. Photocopies of passport pages showing their personal particulars, official descriptions and Singapore immigration endorsements are required.
•	Birth Certificate
•	Marriage Certificate, if applicable
•	Identity Card, if applicable

Additional documents required for Technical Scheme:

•	Employment Pass/ S Pass (if applicable)
•	Academic, Professional and Educational certificates
•	Current and Previous Employment Testimonials stating the nature and duration of employment and also the last drawn basic salary.
•	Electronic pay Slips for the last 6 months
•	Income Tax Notices of Assessment for the last 3 years
•	Other Documents as advised by our Consultants on case-to-case basis.
	» 1 set of completed Form 4 for Spouse/Child/ Aged Parent of SC/SPR, with local sponsorship

Additional documents required for Family of Singapore
Citizen/ Permanent Resident

•	CPF statement showing the sponsor’s monthly “CPF contribution history” for the last 12 months
•	Sponsor’s valid Business Registration Certificate (for self employment) with names of partners shown and Valid Vocational license, if applicable
•	Sponsor’s and applicant’s (if applicable) Income Tax Notices of Assessment for the last 3 years
•	Deed Poll or Change of Name Certificate of applicant and sponsor
•	Educational certificates of both applicant and sponsor

Documents required for GIP:

•	E-Application form (Declaration forms A and B found in the E-Application must be signed by the applicant. The Undertaking on the Terms and Conditions of the GIP must be signed in front of notary public if it is signed outside of Singapore)
•	Form 4 (1 original and 1 photocopy)
•	Supporting Documents for Self and Family (Section I)
	1. Notarised copy of the passports or travel documents (if applicant has more than one passport, please include it also)
	2. Notarised copy of birth certificate
	3. Notarised copy of "Family Census/Household Registry"
	4. Detailed write-up of immediate family members background (i.e. name, age and employment)
	5. Notarised copy of Custodial Certificate or Adoption Papers for Children below 21 years of age (if applicable)
	6. Notarised copy of marriage certificate (if applicable)
	7. Notarised copy of divorce certificate (if applicable)
	8. Notarised copy of “Change of name” certificate of each applicant applying for Permanent Residence (if applicable)
	9. Notarised copy of marriage certificates of parents or parents-in-law (if they are included in the application)
	10. Passport photographs – 1 for Form A, 1 for Form 4 and 3 extra copies
•	Supporting Documents for Applicant’s Business Profile and Business Plans (Section II)
	1. Original copy of audited financial reports (for last 3 years) of applicant’s main business (and other businesses). The financial reports must also include the public accounting firm’s original stamp.
	2. Latest notarized copy of documents stating the applicant’s share ownership of the main business and other businesses if they are included in the application.
	3. Latest notarized copy of the business license for the applicant’s main business (and other businesses).
	4. Detailed Curriculum Vitae of:
	-   Applicant’s role and responsibilities and business experience in the main business listed in Form A; and
	-   Applicant’s work and business experience in other companies or organizations
	5. A copy of Accounting & Corporate Regulatory Authority (ACRA) registration of applicant’s Singapore investment (if applicable)
	6. Detailed business plan in addition to Form B (applicable for option A)
	7. Any other additional documents to support applicant’s investment decision (If applicable)
